System of higher education in Ukraine

Due to many years of developing and due to the passionate work of scientists, Ukraine has built a great national education system, what is proved by Ukrainian’s joining of the European and the world educational space, by the Bologna process.

Educational activities on the territory of Ukraine are carried out by higher education institutions on the basis of licenses. All educational institutions can provide teaching for all types of training programs according to the Law of Ukraine “About Higher Education”. Ukrainian universities provide the following degrees:

• Bachelor. The preparation of Bachelors is carried out on the basis of complete general secondary education. The duration of studying is 4 years. Graduates, who successfully pass the state exams, obtain Bachelor’s degree, which gives the right to work on studied profession and the right to be admitted to the program for Master’s degree receiving.
• Master. Master’s degree studying is possible on the basis of Bachelor’s degree. The period of the course is 1-2 years. The graduates pass the state certification, which includes a public presentation of the Graduate Work.  Persons who successfully pass the state certification obtain Master’s degree, which gives the right to work on the profession and the right for post-graduate department admission;
• PhD. PhD degree is a scientific degree received on finishing the post-graduate course. A person who has Masters qualification can be admitted to the postgraduate department of the university. PhD degree receiving involves a public presentation of the Dissertation. Duration of the studying course is 3-6 years;

Getting of all these educational and scientific degrees of higher education involves obtaining of individual theoretical knowledge, skills and other competencies sufficient for new ideas generating, solving of complex tasks in professional or research activity.

The person who successfully completed the appropriate education (research) program and passed the certification gets the Diploma on higher education with the degree indication. An integral part of the Bachelor’s, Master’s and PhD degrees is the Attachment of the European standard.

In case the student received Bachelor or Master degrees not in Ukraine and wishes to continue his studying in one of the Ukrainian universities he must confirm his Diploma at the Ministry of Education and Science of Ukraine. The process of confirmation is called Nostrification and includes full analyzing of the passed subjects, of the amount of hours of studying, of the University of studying. Bologna process in Ukraine

All international students want their obtained university graduate degrees to be recognized in Europe and in other countries. International acceptance of diplomas is one of the main aims of the Bologna process, in which Ukraine actively participates.

The idea to create the unique education area in Europe appeared in 1986. The oldest in Europe Bologna University proposed to all European universities to adopt Magna Charta Universitarum. In 1988 this document was signed by the rectors of 80 universities. From this moment the start of The European Higher Education Area (EHEA) began. In 1999, there was a conference in Bologna on which 30 Ministers of education of European countries adopted “Bologna Declaration”. The creation of a unique European Higher Education Area is called the Bologna Process. In 2005 at a conference in Bergen, Norway, Ukraine joint the Bologna process as well.

Targets of the Bologna Process

Bologna Declaration identifies six main objectives of creating a unique European Higher Education Area:

1. Introduction of a clear and standardized system of educational degrees. This is necessary for improvement of the competitiveness and demand for European higher education and for making easier employment of graduates of European universities.
2. Dividing of higher education receiving into two stages. Education system Bachelor – Master for a long time used in the UK and the USA was accepted as a basis.
3. Introduction of a unified system of studying hours’ consideration using special units – credits. European Credit Transfer and Accumulation System (ECTS) was taken as the basis. This credit system is necessary first of all for evaluation of the preparation level of a student who wants to transfer to the other university.
4. Ensuring the mobility of students and teachers by the creation for them of opportunities to continue their education (work) in another European university without any problems.
5. Ensuring high standards of European higher education by making it independent from national governments.
6. Increasing the demand on European higher education through inter-university cooperation, students’ mobility and compatible programs of studying, research and training.

Within implementation of the Bologna standards in Ukraine for the recognition of Ukrainian diplomas of higher education in Europe and for ensuring the students’ mobility The Ministry of Education and Science of Ukraine in 2009 introduced European Credit Transfer System (ECTS) and its key documents, including the Diploma Attachment of the European standard in the universities of Ukraine.

This attachment is issued to all students who successfully graduate from higher educational institutions of all forms of ownership. The attachment is valid only together with the university Diploma and is made in 2 languages – Ukrainian and English. This document has a structure the same as developed by the European Commission, Council of Europe and UNESCO. It is needed for international recognition of student’s degree for further studying or working in Europe. Students’ rights to continue the next degree and descriptions of professional rights or professional status of the person who gained qualifications are written at the attachment.

According to ECTS the grades indicate the learner’s performance. Grades A to E are assigned among students as PASS grade; A grade is received by top 10% of students; B grade – by the next 25%; C grade – by the next 30%; D grade – by the next 25%; E grade – by the next 10%. Students receive Diploma with honors when over 75% of grades are A, no grades E, only A grades for state examinations.

Nostrification

The same as in many other European countries in Ukraine the procedure of nostrification of educational documents received abroad is fulfilled, based on the content of the Lisbon “Bologna Convention”. Those students who already got degree at the universities abroad or at their home country and are planning to continue  to study in Ukraine will need to undergo the procedure of nostrification of education documents and obtain relevant documents. Each country of the world has its own standards of education, that’s why usually foreign diplomas are checked on compliance with local standards. This procedure is common almost everywhere.

Nostrification of foreign educational documents is a procedure of recognition of the education received abroad at the same level in Ukraine (for example, MD degree received in other country is compared to MD degree in Ukraine).

In Ukraine, the foreign diploma nostrification can be executed exclusively by the Ministry of Education and Science, Youth and Sport of Ukraine, in Kiev.

What is the essence of verification of diplomas?

For confirmation of documents the following is checked:

• which foreign university issued this diploma, the level of its accreditation;
• whether the diploma was really issued (check for forged documents);
• whether the studied subjects of the course meet the Ukrainian standards for this specialty and degree.

Conclusion on either complete or partial acceptance of foreign checked diplomas may be got from the experts. In case of partial acceptance students will be informed on subjects which they must pass additionally. Nostrification procedure is complicated and multi-staged. Here are the main steps to be taken:

1. Collect the required documents:

1.1. Students should legalize originals of educational documents (not only diploma, but also its attachment). Also documents on previous education may be required (if a student legalizes master’s degree, he may need to present his bachelor’s degree documents as well). All these documents need to be affixed with apostille;

1.2. Notarized copies of documents and their translation into Ukrainian;

1.3. Passport copy of a diploma owner;

1.4. Filled appliance form of the required standard;

1.5. Signed consent of a diploma owner to the personal data processing;

1.6. Students must pay for administrative services and attach a receipt to the package of documents.

1.7. Additionally to the above-mentioned students can also submit other documents that prove their education, knowledge, practical skills;

2. Submit the package of documents to the Ministry of Education and Science. Documents are checked during the process in the notarized copies, the originals are returned after the presentation;
3. Run the possible additional requirements, on which students will be informed in a written form. It may be a necessity to provide a comparative analysis of the curriculum of the studying program after which the diploma was gotten with the curriculum of the appropriate specialty studying in Ukraine. Need to know about study in Ukraine

Admission to universities in Ukraine:

• In Ukraine the decision about admission of an international applicant is taken by the admission committee of the university on the basis of evaluation of his school certificates. The required level of marks depends on each university separately. The student must successfully graduate from school, be in the age limit settled by the university. Work experience, achievements, additional studying certificates are also taken into account.

• After arrival of an applicant the admission committee of the university checks the originals of the presented before documents, checks if pointed before marks correspond them. If there is some discrepancy they can assign the interview to the applicant on the basic subjects for the chosen specialty for confirmation of his level of knowledge. If an applicant doesn’t answer basic questions or doesn’t speak and understand English language (in case it is the language of instruction), he will be offered to join the Preparatory department where he will have the possibility to improve his knowledge and join the desired course after it.

• There are settled time limits of admission to the main specialty and to the preparatory department. They differ from the university to the university. Main specialty admission lasts from the 15th of July up to the 15th of November, but many universities stop it much earlier because of high demand from applicants. That’s why it is recommended to start admission procedure and visa receiving in advance and to arrive before the 1st of September.

•  In case of arrival after admission to the main specialty is stopped the applicant will be proposed to join the preparatory department and join the main course the next year. FlyUp Consultants® recommends not to get upset if you appeared in such a situation but to get the best of it. Arrival to the university in Ukraine:

Confirmation of this registration is called Visa support letter and should be sent to the Embassy of Ukraine at the applicant’s country. • In order to arrive in Ukraine and to be registered as students international applicants from countries with which Ukraine has visa regime must receive the students’ visa to Ukraine (type D). We want to pay your attention that international applicants from countries with which Ukraine has signed an agreement on visa-free arrival and staying up to 90 days must as well apply and receive students’ visa (type D) which will allow them to be registered and stay in the country longer then 90 days.

•  International applicants from countries with which Ukraine has signed an agreement on visa free regime: Georgia, Moldova, Belarus, Armenia, Azerbaijan, Uzbekistan – do not need to apply for students’ visa (type D), but must submit the original of the Invitation letter to the border control of Ukraine while entering the country as a confirmation of the purpose of visit to Ukraine.

• In order to apply for the students’ visa (type D) an applicant must submit to the Embassy of Ukraine in his country Invitation letter and the list of officially certified documents (legalized: Ministry of Education + Ministry of Foreign Affairs + Embassy of Ukraine in your country or certified: the stamp of an Apostille + legalized by the Embassy of Ukraine). FlyUp Consultants® recommends to check the list of needed documents on the website of the Embassy of Ukraine in your country. These documents must be translated into Ukrainian – an applicant may do it at the Embassy of Ukraine if it is demanded for visa receiving or after arrival in Ukraine at local certified translation offices.

Border control passing in Ukraine:

• In case of successful receiving of the students’ visa it is very important to inform your admission coordinator about it and supply him with its scan. Also it is a time to choose the flight for arrival in Ukraine and to book the ticket. • During the border control passing the officers of the Border Service of Ukraine may assign an interview for the student. In this case it is recommended not to worry, be polite and answer all questions as it is. Registration in Ukraine:

• According to the requirements of the migration legislation of Ukraine all international students who live in Ukraine for the period of their studying should be registered in the Migration Service of Ukraine and should receive an official document about the temporary residence -“posvidka”. The information about actual place of residence in Ukraine must be pointed there. This document identifies an international student and confirms the legality of his staying in Ukraine. 

• It should be presented during the migration and other checks. It is very important to follow the migration rules and to apply and to receive this document in time. What is the semester duration?

There are two semesters each year, September to January and February to June. Students get holidays after giving exams at the end of every semester.
